On December 17, 2003, the airport administrative localization reform was completed according to the civil aviation administrative organization and airport administrative localization reform plan. Given the importance of Beijing Capital International Airport, Capital Airports Holdings Limited was subject to management by the Civil Aviation Administration of China, but government bodies and business entities were decoupled for enterprise management.

On September 25, 2019, Beijing Daxing International Airport was officially put into operation. Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, attended the operation ceremony and announced the official opening of the airport.

The Premier stressed that the Capital Airport is the "gate" of China, where effective measures should be taken to prevent and control the epidemic.
