The Capital Airports Holdings Limited Air Freight Development Office (referred to as the Air Freight Office) was established in May 2017, a directly affiliated with Capital Airports Holdings Limited. The main responsibilities of the Air Freight Office are to prepare the freight development strategic plan of Capital Airports Holdings Limited, promote the coordinated air freight business development of the two airports in the capital city, boost the coordinated air freight business development of the four airports in the Beijing-Tianjin-Hebei region, drive the common development of air freight business at member airports, actively strive for the relevant policies of the country, local and civil aviation authorities to promote the development of air freight, and undertake the external public affairs of the air freight business of Capital Airports Holdings Limited.

In June 2020, the Capital Airports Holdings Limited Air Freight Development Division (referred to as the Air Freight Development Division) was established as a group branch, to simulate the operation of legal persons, being "two institutions and one set of personnel" with the Air Freight Office. Its main responsibilities are to operate and manage the freight areas of Capital Airport and Daxing Airport, standardize the operation order of the freight areas, assume the main responsibility of air defense safety management in the freight areas, promote air cargo business according to the strategic plan of air cargo development of Capital Airports Holdings Limited, conduct asset management of Daxing Airport freight area, and build a freight park featuring safe, smart, green, and humanistic aviation.

Guided by the strategy laid down by Capital Airports Holdings Limited, focusing on the construction of air cargo hubs of Capital Airport and Daxing Airport, promoting the coordinated development of the four airports in the Beijing-Tianjin-Hebei region, and boosting the common development of freight business of member airports, it will create an air cargo ecology through professional management, intelligent empowerment and intensive operation, and promote the high-quality development of freight business of Capital Airports Holdings Limited.
